The thing with the window is called the 'sight gauge' and is mounted on the receiver/dryer. I think the 9000 r/d doesn't have a sight gauge. Bubbles is a sign of low refrigerant, but no bubbles can be a sign of either plenty of refrigerant, or none.
I'm not an AC expert, but I think the system will try and engage, and if the pressure is too low, drop out.
There are a bunch of things that have to go right to engage the AC clutch, so your best bet is to grab a meter, schematic, and start looking.
There is a small fan on the outside of the radiator (AC fan) that comes on with the clutch. Is that cycling on and off? If so, then there is a problem with the AC clutch. Make sure the wiring to the clutch is OK, and that the ground is OK.
If the fan isn't cycling on and off,and there is no power to the clutch, see if the AC relay is pulling in. If it is, but no power to the clutch, you could have bad contacts on the relay. If the relay isn't pulling in, check on the coil side of the relay to see if it's getting a command to pull in - if it's getting a command but not pulling in, see Bad Relay.
If it isn't getting a command, then it gets interesting. There is a high pressure switch, low pressure switch, anti-freeze up switch, and I think it even cuts the AC out if the coolant temp is too high. Lots of places for things to go wrong.
