The anti-frost thermostat may not be cycleing the compressor on and off. It should prevent the evaporator from getting cold enough to freeze over. Its a temp probe stuck into the evaporator that sends an on/off signal to the A/C relay.
As for Wis. and their anti-DIY conversion laws, there's a couple ways around. If I remember right from my time there, having the appropriate licsense (available on-line) allows you to by conversion stuff. How close to one of the borders are you? I remember the old days of going to the U.P. to buy colored margerine... And if you run a google search on R-134A retrofit you will find a number of on line retailers that will sell to you small parts like gauge conversion fittings. The only on-line restriction I've actually seen posted is for the "dirty" conversion kits that do not require recovery and flushing. These laws (to the best of my failing memory) were wrote when the propane based alternative refridgerants were available.
