Over the course of many cars and tires, I've had two experiences with brand new out-of-round tires that caused this type of vibration. In both cases, the tires balanced properly, but the car vibrated through its frame. The frequency was, of course, very road speed dependent. In one case, the tire was replaced, in another, the tires were put on a machine that trued them by shaving off a small layer of tread. If it was a bent wheel rim, I would think that it would have showed up during balancing.
Try to isolate the vibration to road speed or engine speed dependence by finding a smooth stretch of road where you can coast for a while at high speed with the transmission in neutral and your foot off of the gas. And, with the car stopped, rev the engine in neutral and then again in drive with your foot on the brake and the handbrake engaged for safety.
