Is there a way to test the AC fan speed controller?

I think my ACC controller is bad in my '92 9kt 5-door. I get 9v on pin when it should be 0-5v.
What I get from the fan (now that I sorta fixed the broken connectors) is a faint breeze. I removed the #2 pin from the fan speed controller, and applied different voltages from 1-6v, and the fan speed stayed the same, only stoping when the voltage was removed. Oh, and the fan blows full speed when I connect pin 3 and 4. So that controller only seem to make it run at one slow speed regardless of voltage, as long as it has more than 0v.
Does this mean that the ACC and fan speed controller are damaged? Or was that not a valid method of testing the speed controller?
I would really like to have AC this summer.
