Here's a reasonable procedure having determined that there is a MAJOR volt drop somewhere in the system.

1. Disable the ignition ( or pull the fuel pump fuse) so that the car will not start.

2. Connect your voltmeter ACROSS (ie. one end at one end and the other at the other) of the FIRST Ground cable in the system

3, Crank the engine and measure the volt DROP from one end of the cable to the other. Should not be more than about 0.25 volt across any cable.

4. Now move the voltmeter and connec it across every single cable you can find, one after another (including the starter solonoid AND the starter motor from input to ground) and repeat step 3.

SOMEWHERE you have a BIG volt drop. You'll probably find it across one of the ground cables.
