headlamps irregular - 95 9000 CS

A friend's 95 9000 CS has had headlamp issue since he got it second hand several years ago.
First, the headlamps have been aimed three different times - so I assume somewhere in there they're aimed correctly. Each time, the dealer/service person claims that there's nothing wrong.
Secondly, the passenger headlamp always looks signficantly "brighter" than the driver's side when looked at from the rear view mirror of the car infront. This is the primary concern - I'm not sure if they're both operating at 100% power, or if a relay is bad, or if maybe there's a problem with the reflector on one of them. We've changed both bulbs to matching bulbs, so it's not that.
Thirdly, the DRL fuse is installed in this car, and while the headlights do come on regardless of the light switch position, the headlamps and instrument panel lights get "slightly" brighter when the headlamp switch is in the "headlamp" position. Is this symptomatic of a bad relay?
Where should I begin to look for answers?
