My wife used to work in litigation for a large insurance company (before her present job with 2 bosses: my 2 little sons...) and saw her share of claims for flood-damaged cars, and unfortunately for the sellers, they are not a good value. Too much unseen damage lurks within the vehicle, that you will only have headaches to deal with later on. Plus, if you ever want to sell it, you will have a tough time due to the salvage title.
Also, it's been said that the NG900 really didn't get all the wrinkles out until the MY '97, though I owned a '96 900S since brand new, put 130K miles on it, and never had a problem with it (knock-on-wood, and sold it just recently while it was still going strong...).
I'm not too familiar with a '91 9K, but I can say that since owning my '98 CSET, I couldn't be happier!
And as was previously mentioned, there is a wealth of information on this bb to help you along in case of problems, and everyone is happy to offer it.
