Odd thing on a '95 CSE 2.0 LPT (?)

My '96 Aero now has a stablemate - a '95 CSE 2.0 LPT (manual) in silver to match the Aero :)
I had a good long test drive in it last night and had a really good look around it (I thought). What alarms me is the things I didn't notice. Not that I've found out anything bad since I picked it up today and drove it home, but I'm not so confident I was paying attention when I didn't spot this:
1) It doesn't have an intercooler. I assumed the 2.0LPT got this in '94 or '95, but it didn't get it until '96, according to Abbott Racing's web site, so that's OK. I should have noticed it, though.
2) This is the biggie. How did I miss the BPC valve??? Not only that, what on earth is it doing there? While it's certainly not a slow car, I'm pretty sure it's not doing anything flash with the boost. It doesn't behave like my '87 2.0T did.
I get the impression that none of the previous owners were into upgrades, and everything else appears to be standard. Certainly the chap I bought it obviously knew nothing about what was under the bonnet (he's an accountant), and was rather bemused as I explained what I was looking for during the inspection and test drive. If someone did do an FPT upgrade at some stage and removed the ECU later, why didn't they also remove the BPC valve and plumbing?
I'll investigate further over the next few days. I have a boost gauge I can fit to see what's going on. In the meantime, does anyone have any other explanation?
