Your new poly mounts aren't going in with that sleeve in place, as you found out!
This is definitely a case of 'the right tool for the job'. First of course, remove the torque arm completely from the car if you have not. Then get a jigsaw or sawzall with a metal cutting blade, and go slowly so as not to cut into the arm itself, as it's soft aluminum. Make sure the cut is straight and perpendicular to the long dimension of the arm. It will take less than 30 seconds to cut through that with a jig saw. Once it's cut, the ring will easily compress and pop right out.
There's another way, though I don't really recommend it. You can pound the old one out. Honestly, I don't remember how I did it, but I know I did. It involved a large rubber mallet, a concrete floor, and some other things I forget. didn't take long that way, either, and that works without cutting any rubber out. Just don't damage the arm.
Oh wait now I remember... I didn't pound it OUT, I pounded a new one in! But it stands to reason that you could do both if you can do one.
