Turbo problem/question

I recently had my 1996 9000 CS, with 50,000 miles on it, serviced at my local Saab dealer. The car has an automatic transmission, which has already been replaced (at around 40,000 miles), and seemed to be shifting late and not as smooth as it should (basically, at low speeds, the tach would have to get up to more than 3,000 RPM's before it would shift). The dealer checked it out, told me they couldn't find anything wrong and in the end, decided to adjust the throttle to see if that would help. Now the car shifts a little bit better, but I don't feel like I have any turbo boost. This is the light pressure turbo engine so I don't have a turbo guage to check. I bought the car used and have all the dealer service records, so I know the car has been maintained. My question is, when does the turbo normally kick in, lower or higher speeds? and how much gas should I have to give the engine before the turbo kicks in?
