Low coolant temperature indication

About a year and a half ago Tor's Saab in Lompoc CA solved poor gas mileage on my '98 CSE by installing a new thermostat. They asked if my temperature was reading below the 9 o'clock position, and I told them it was indicating down a bit lower than that, at about the 8 o'clock position. They said that if the gauge didn't get up to the 9 o'clock position, the engine was running too cool and that would adversely effect the gas mileage. I didn't see how that could be true, but it was. With the new thermostat installed, the temperature came up to the magic 9 o'clock position and my mileage improved.
Last week when I drove from the central coast of California to Las Vegas, I noticed the temperature gauge was indicating at about the 8 o'clock position again, and the mileage was down by about 3 mpg. I was amazed that it would run so cool as the outside air temperature was 112 degrees F. When I got to Vegas, I purchased a new 89 degree C thermostat from the local Saab dealer and installed it, but the gauge is still indicating at around the 8 o'clock position, and the gas mileage is still down as well. Does anyone have any idea what the problem might be?
