9000 Turbo suddenly goes into safe mode

For no apparent reason, my '91 2.3-liter 9000 Turbo went into a low-boost mode while having tires and the exhaust system replaced. It's kind of nice in a way... the engine seems lots quieter and much smoother, especially at low revs. But anyway, I WANT MY BOOST BACK. The mechanic took a brief look... the only code says the engine's in safe mode, but not why. He replaced a small valve with three vacuum hoses mounted near the radiator... no luck.
He said the engine does this when cruise control is on... never did for me, maybe that's why it always had an annoying surge in cruise.
But I digress. The car has 140K on it; weather's been hot and it's been running a little warm lately but hasn't overheated in any serious way.
Would the three of you who are still awake and reading this give me an idea what I might look for? Thanks.
