I assume the smoke is blue (oil), and that it's from the exhaust (versus the engine compartment). Yes, oil in the exhaust can be from a worn turbo seal. But it could be from a lot of other things.
When you're boosting like mad, the engine is at high RPM. You then snap the throttle shut. This produces significant intake vacuum, and the throttle is closed but the engine is pumping against it like mad. You then open up the throttle and burn off the oil.
When you snap the throttle closed, the turbo doesn't really see a low pressure - the hooter valve opens up, and the turbo sits in relatively high pressure. Nothing to pull oil out of the seals.
However, You could be pulling oil from the crankcase breather, from the valve seals, or possibly a head gasket leak. Try this - find a big, long hill, and drive down it at speed and take your foot off the throttle. Do you see smoke in the exhaust? If so, that's either valve seals or crankcase breather oil. As a test, clamp off the hose from the valve cover to the intake manifold, and see if that cleans up the oil issue.
Usually turbo oil seals will give oily smoke under boost. I wouldn't be in such a rush to replace an expensive component without further troubleshooting. Pull the intake hose off the turbo and see if you can feel any play in the turbo shaft. If not, the turbo bearings are probably OK.
Frankly, if you're not burning oil except when you do what is admittedly a pretty harsh manuever, I wouldn't touch my wrenches.
