The temperature control flap is on the other side of the firewall. Take off the aquarium cover (that sheet of plastic under the hood behind the engine), and look at the blower box. At the right side (passenger side in the US) of the box, right next to the firewall, you will see the cable poke out and attach to the temperature flap arm. You could check to see if the flap is binding or broken. If you need to replace the flap, check Quasi's site under the section on replacing the heater core for instructions.
