... Trionic car. If it's within spec, that's the best you can do. Trionic is usually quite good at keeping the boost under control. Having said that, I have had the odd cutoff episode on my Aero. It was usually when something had been disconnected and reconnected and Trionic needed to adapt. Disconnecting the battery for a while and performing an adaptation run might help. Make sure you have your radio code handy.
If it's not that, then it may be a wastegate problem as Mutungee suggests (not always seized solid and could still show the correct base boost when you measure it).
Other possible candidates are the wastegate actuator and the BPC solenoid valve sticking. Also look for leaks in the hoses between the wastegate actuator and the inlet and BPC valve.
Your maximum boost sounds about right for a '93 Aero, assuming it's a manual version.
