The number of times a rotor can be turned (resurfaced) depends on how much material they take off. As others have mentioned, there is a minimum thickness, stamped right on the rotor, below which you can't grind the rotor.
If the rotor is grooved/warped enough to need grinding, you can get at least one, probably two, and at most three grindings out of it.
Some people have their rotors resurfaced every time they have a brake job done. I think this is mostly for cosmetic purposes. I only resurface a rotor if it warps. I change my pads frequently enough that I never otherwise damage the rotors.
So far, I've been lucky. I've never replaced a rotor on any of my Saabs, and three of them went over 140K miles. I've also never needed to resurface a rotor. Yes, there are a few grooves in the rotors, but nothing major, nothing that'll impact braking. I take good care of the rotors - replace the pads before they wear down to nubs, and most importantly, always monitor the torque on the lug bolts. Overtightening the wheel bolts can warp rotors.
So far, my rotors have all lasted the life of the car(s).
