PCV valve...

Yahoo! Finally, my Aero is back together after headgasket/ valve job. In the final stages last night around mid-night, I was connecting the final hoses to the valve cover. One is fairly large and runs back around to near the turbo inlet, the other is the size of the other vacuum hoses and runs up to near the throttle body. The smaller hose appears to have been cut through the middle and spliced together with a larger hose. This doesn't seem right. Is there supposed to be a PCV valve where the slice is? I've read several past posts about the need for a PCV valve to keep turbo pressure from getting into the crankcase, yet I can't find one that I can see. Could this splice be a way to bleed off pressure while still allowing crankcase gasses to be drawn back into the intake? Seems pretty funky to me. Am I missing something?
