I just changed out two of these valves a couple of months ago, but didn't replace or notice any going to the HL washers. There are two near the windshield and at least one near the reservoir, but I don't know the configuration of those servicing the HL washers. My parts manual doesn't even show any valves other than those at the windshield, and neither does my service manual, though you and I both know there is one in that location. FWIW, I accessed it from underneath by removing the right-side cover under the car. The valve was easy to handle at that point and I think this is preferable to removing the inner fender liner, which is a more involved procedure.

Mine leaked around the reservoir, so I replaced the only valve I saw near it. After that, I determined that another was defective near the windshield, and when it was replaced the system functioned perfectly. I'd like to know if other valves exist toward the HL washers. I looked for them moments ago and see that the lines are well hidden, so without going to more effort I saw no evidence of any valves in line between the reservoir and HL washers on my '95.

FWIW, since there's no Saab dealership here, I ordered the valve near the reservoir from a mail-order firm (forget which), and later discovered the windshield tee was also defective. Rather than order another via mail order, I took the defective part to a local Volvo shop and matched it up with a Volvo part. Other than being a different color, it was functionally identical.

Frankly, I don't know where you should go from here. Since there apparently are no valves in line between the pump and HL washers, I'm not sure why you're washers are leaking at that point.
