What your looking to clean is the IAC (idle air control or something like that). Just foward of the throttle body and connected to either side of the throttle plat by 2 hoses about 27mm (1 inch) in diameter and a single electric connector. One hoe on the end, one one the side. Take it out, spary it with carb clener while moving the slide with a scribe. Needs to be done once or twice a year.
On the starting issue, is there power getting to the pump while cranking the engine? The 88 uses a small pump inside the tank to feed fuel to the main pump thats in a smaller container inside the tank. Running or trying to start on an empty tank is the worst thing to do to an electric fuel pump as the fuel is both the lubricant and the coolant for the pump. There is a screen on the bottom of the main pump, its posssible if the car was sitting for a while crud got stirred up in the tank and blocked the screen. I'm not a big fan of clamping rubber hose on to the fuel line. The rigid plastic line should be heated slightly and pushed over the fitting for safety.
