idling ? If so, then it's very easy to check if it is indeed your fuel pump. So, next time when it happens, just pull into a parking lot, hopefully, in a somewhat quiet neighorhood. Then open your driver side rear passenger door, put your ear right on the rear seat cushion and see if you could hear that familiar humming noise that drives you wild. If convenient, you could also pull the rear seat cushion up and you may hear the noise a bit better this way but I think if it is the fuel pump and it is loud enough to bother you then you would hear it just sticking your head into the rear passenger compartment.
I had a whining fuel pump in my '95 for a while but somehow it went away.
