First the mystery 12 volts. Was the wire disconnected when you took the reading? I guessing it was and you were reading a "bleed" type of voltage. Dirt build up on the contacts could cause some leakage across them, this would be seen as 12 volts with a digital meter and the compressor disconnected but fall to next to nothing with the compressor plugged in. A leaky diode in the relay could cause this too. I'm guessing the A/C cooling fan is not coming on either.
The pressure switch can be tested to see if its open or closed with an ohmmeter. Its a three part switch, kinda hard to descibe, but if you e-mail me your address (macgyver900@yahoo.com) I have the A/C diagram and text scanned and will send it to you.
It sounds like you pulled the relay and reseated it. Did any of the contacts (look close at the big one) look burnt or discolered? A bad connection there can cause all types of problems and is common.
Have you checked your charge? Could be as simple as a low refrigerant level.
