Help APC Control Valve

brought my car( 95 9000 cse 2.3 5spd turbo) to get the oil changed at local saab shop and the mechanic and i started talking about performance enhancements. i mentioned by new chip center ecu. he suggested placing a reducing piece of tubing in the top tube which goes to the APC Control Valve ( this part http://eeuroparts.com/cgi-bin/merchant2/merchant.mv?Screen=PROD&Store_Code=E&Product_Code=7485576&Category_Code=90002.3T93-ENG-ELEC) to keep the wastegate open longer. this involved taping this part to get the stock reducer out. to get the new smaller diameter piece in (the whole part was wider) he made the top hole larger with a screwdriver to fit the new piece. with the new piece in the boost only went to 3/4 into the yellow. we put the original piece in and it still only boosts to 3/4 in the yellow. Any ideas?? do you think the APC Control Valve got damaged??
