A couple things you can do without any special tools. One is a good visual inspection. Remove the center cover from the aquarium and find the wires from the fan motor, a grey one and black I think. Make sure the connector does not show signs of overhating or melting. follow thes wires foward and on the false bulckhead (panel behind the engine) is the fan controller. Again look for signs of over heating. Next you will need 2 pieces of heavy wire, one preferably black. Unplug the fan connector, and run a wire from the black fan wire to the negative post on the battery. Run a 2nd wire from the positive post, as soon as you touch the grey wire the fan should run at full speed. If it does, the problem is probably the fan controller. A new one is a SAAB only item, but they are repairable if you know how to solder or someone who does. If the fan did not run, the fan motor is bad, And it is a bit of work to change. There is also the possibility of a bad fan ruining the controller. I have not heard of a bad controller ruining a fan motor.
