Fuel economy, whistling sound puzzle

Two questions about my '93 9K cset with AT:
1. My fuel economy seems sligtly lower than what I have read on the BB. I get about 21-22 in the city but only 25-26 on the highway going at 75-80 mph with the AC set at 72 F. I have calculated the mileage between fillups, so this is not through the car computer. Is this mileage about whats expected or does it sound low. I did change the plugs recently and the old ones looked good, put a new Saab airfilter as well, tire pressures OK. I also tried to use 87 thru 93 octane fuel but no change. Any ideas?
2. With the AC on for a while(1/2 hour), I hear this faint but irritating whistling sound from the vents. Goes away when I turn to the ECON mode and comes back when I turn the AC on. This has beeen there for a year now and has not changed. Could this be a sign/symptom of an impending compressor failure? A friend who used to own a '86 9K scared me the other day telling me that he had a similar problem and eventually a fan in the compresso failed and cost him over a grand. Someone please tell me thats not the case!!
