Fuel delivery problem

After several trips to the dealer and several hundred dollars i have yet to figure out why my '94 Aero with only 48,000 miles will not restart after sitting for a day or so and it is very tough to restart after sitting for a few hours. Intially the dealer replaced the crank sensor and sent me on my way. The next day when i went out to start my car it cranked and cranked but wouldnt start. finally after about 10 mins of trying it started up. Once it starts it runs great. Except the boost gauge rises to the red then quickly drops back to the orange. I returned to the dealer and they assured me that it was the fuel pump. I have had 2 CSE's in the past and the first one ran until 130,000 miles before the fuel pump went out and the second one ran until about 110,000 miles. Needless to say i was a bit skeptical. So i removed the fuel pump and benched tested and it seemed fine it ran quietly and strong. When i reinstalled the pump i had someone else turn on the ignition while I listen carefully for the pump to come on for that brief moment before the vehicle starts. Sure enough opperation was fine. It turns out that after the vehicle sits for a while all i have to do is a run a jumper on the relay for about 6 or seven seconds instead of the 2 or 3 seconds it normally runs. Any ideas?
