It is a method that allows you to raise the RPMs of the engine prior to downshifting, while braking at the same time. This way, the contact surfaces in the clutch are turning at about the same speed when they are engaged, reducing clutch wear.
Here's how to do it:
Your right foot is on the brake. Some like to have their heel or mid-foot on the brake and blip the throttle with their toe, some like to use the heel for the gas. I use the big toe of my right foot on the brake and the right side of my mid-foot on the gas.
Clutch in, pull out of higher gear into neutral and blip the throttle at the same time, go into lower gear. Clutch out. I once saw a nice demonstration in a pit stop. When done fast, the clutch and throttle go down and up at the same time, all the while applying constant brake pressure. Have fun.
