How is it possible... washer reservoir question

Took the right front of the car apart and went into the leaking washer fluid reservoir. Since it was empty, I put some fluid in it, operated it a few times and found out that the valve that splits the fluid between headlights and windscreen is leaking like mad. Seems to be the most common defect anyway.
There is one thing I do not really understand: this valve is located BEHIND the pump. So I would guess that as long as you do not operate the washer, the fluid in the tank will stay put. Apparently this is not the case: last week I lost more than half a gallon (all that was in), operating it only once or twice during that period. Can someone enlighten me??
