The monitor relay is in the relay panel behind the glove box. Before suspecting it, I would clean the connections at the taillight bulbs. Check where the wires attach to the bulb holder, pay close attention to the (black) ground wires. Some times new light bulbs (both the same brand) will "fix" this problem without explaination.
