I don't know if non-retractable masts are available. I assume you could replace the motor with one.
Replacing the retractable mast is very easy. There is a method in the FAQ's - http://www.saabnet.com/tsn/faq/antenna.html
In this case where the mast is bent and the nylon 'tail' is known good, it's very easy. Essentially, you unscrew the nut at the base of the antenna; turn on the radio to extend the mast; grab the mast with your hands and PULL (I use gloves - the mast is usually greasy). It pulls out. Feed the nylon 'tail' of the new mast into the hole, and turn the radio off to retract the mast. stick the mast into the hole, replace the nut. The mast basically self-aligns. But check the writeup.
You can get new masts from Saab, or mail-order from the folks that advertise on this BB (see the bottom of the page). One guess as to which is cheaper.
