The most obvious would be a disconnected/leaky vacuum hose to the cruise control module on the passenger (right) side of the 'aquarium' (little area between the false firewall and the firewall).
Failing that, it's possible the cruise control module itself is bad, but I'm not sure how you test it other than to swap in a known good one.
Next, I'd suspect the chain. I'm not really sure where this goes or what it does, only that it's necessary for the system to operate. It's somewhere in the driver's footwell. Sorry I can't be more specific than that.
The bad news is, I've had to have all these replaced on my car, at different times no less...
