Before we start we need to get some terminology first.
A/C cooling fan - the fan in front of the radiator on the right hand side (passenger side in the US).
Ventilation Fan - the fan in the passenger cabin that blows the hot or cold air into the cabin.
A/C compressor - sits in front of the engine and is driven by the serpentine belt. The heart of the air conditioning system.
A/C compressor clutch - electric clutch embedded in the A/C compressor pulley that engages the A/C compressor on signal from the A/C relay.
The reason I'm laying out this groundwork is that the A/C cooling fan will only work when the A/C compressor is operating. The compressor will not operate without freon. The A/C cooling fan can fail, although it is relatively rare.
