low boost and the APC solenoid is going crazy.

I just got finished with my timing chain on my 87 9000 Turbo and now I cannot get full boost. Interestingly I do now get vacuum readings on the boost gauge which I did not get before, so I must have taken care of a vacuum leak somewhere, however I only get boost up to midway in the orange whereas I could get it to the red.
I have better performance overall due to the cams being in better time and I have made sure the ignition timing is correct (it wasn't at first). When I accelerate fairly hard, not WOT, I can hear the APC solenoid chattering away and the boost only goes halfway into the orange. I don't have another boost gauge to determine just how much boost I am getting, but the gauge in the car has worked well to this point.
Any ideas would be greatly appreciated.
