To me all this sounds more like the effect of the airco compressor cutting in/out. I don't think the blower motor would do that.
Then again, the AC relay should send a signal to the injection ecu that the compressor is on/off to compensate for the effect on idle speed.
Perhaps that's what is not working
When you switch from econ to auto and back, your blower motor usually doesn't do much. What DOES happen is that your airco compressor immediately switches on/off. Now that DOES affedt your idle is the injectons ECu does not compensate immediately.
In general, with ACC on auto your blower is almost never totally 'off', so an 'on' switching voltage surge does not sound very likely to me.
And it's connected to 12V continuously, and regulated by a transistor. No 'hard' switches in there.
