"Limp Home" mode

My 1990 9000CD Turbo has developed a strange problem. It will run fine for about 15 minutes and then go to "limp home" mode at which point the car is drivable, but it develops no power. Initially I thought there was a problem with the fuel pump because in conjunction with this occurrence the exhaust headers became glowing hot (way to lean = really hot and no power). I also though that the cam timing may be the culprit but that checks out OK as well (timing chain was replaced just before problem started). I replaced the mass air flow sensor, the ECU "brain", and O2 sensor but with no change in the condition. When I am driving, the only thing that helps is to cycle the key quickly to cut power and then immediately return to running. This seems to re-set the car and I can run for another 15 minutes as normal. Even as I am doing this, I have noticed that the headers are overheating though not as badly as if I just continued in the "limp home" mode. ANY ideas will be GREATLY appreciated. My mechanic and I are at a loss.
