That's a gauge problem. You would definately notice a performance problem if the gauge were telling the truth.
If the gauge is disconnected, it will read atmospheric pressure. That's the little gap between the white (full counterclockwise) and Yellow (middle). That's usually around 10:00 on the gauge. That's the same place it would sit with the engine off. At idle, the gauge will be further to the left (more CCW) to show engine vacuum. The gap is atmospheric, and yellow and above is boost.
If the gauge is truly sticking straight up, or about mid-yellow, and it doesn't move, no matter what the engine is doing, then the gauge is, well, stuck. It is, after all, a mechanical device. If it's truly stuck, it'll sit there even with the engine off.
