TCS bleeder valve 93 aero & TCS question

Looking from the from the front of the car at the TCS bleeder valve mounted on the firewall, the vaccum tube leading from the left side is about 2inches long in length and connect to nothing. That is it is just open to atmosphere. Is this how its supposed to be?
I'm having a TCS problem - limp home mode.
Now everyday time I accelerate on the on ramp to the freeway, always happens when in 3rd gear right before I shift to 4th, the TCS light comes and it goes it to limp home mode. Check engine flashes 5 times. Removed and cleaned the throtle body and electrical connections to the throtle body and bleeder valve this weekend. Going to change vaccum lines tonight.
Ordering a new bleeder valve and will clean connections to throtle postion sensor. Any thing else I need to do?
