That sounds like a bearing going out. It could be an idler pulley, or something like the alternator.
To localize the sound, I have a couple of feet of hose. I've got some about 1 inch in diameter, but a couple of feet of garden hose works fine, too. Hold one end to your ear, and move the other end (CAREFULLY!) around the engine compartment. It does a surprisingly good job of isolating sounds. If you think it's an idler pulley, get a wooden dowel and touch one end of the dowel to the STATIONARY part of the pulley - usually a bolt through the center - and put your ear next to the length of the dowel. Again, be very careful with any objects around moving parts.
