Hmmm, 1997 9k, lets assume it is on its original battery. It is probably a 5 yr battery? It is 2002, probably due for a new battery. 60 month batteries last about 5 yrs ;-). If a fuse blows, it is a dire request to fix what is wrong. It is never a fix to just keep replacing fuses nor to just put a bigger fuse in. When the CL fuse blows. it is very possibly a lock actuator (seen it 3 times out of 3). The antenna not going all the way down is probably not electrical in nature. If you can help it go down and it will go all the way down when you lightly help it. Look for a slightly bent section of the antenna mast. If you can straighten it, great, if not a new mast is pretty cheap and not that difficult to replace.
