You mention very little air flow. Do you get air out of the vents with fan speed differences? When you manually select defrost, floor, or vent, do you get airflow out of the appropriate orfice?
I doubt it's the heater core. The failure mode of the heater core is a minor weeping leak that eventually gets worse. I've never seen a totally blocked heater core. But check the two hoses to the heater core where they enter the firewall. You want to make sure somebody didn't have a leaky heater core, and decide to do a 'quick fix before selling it' by plumbing the two hoses together, wiring the heater core out of the loop.
The no airflow does sound a lot like a fan problem. Make sure you can manually set the fan to all speeds. The fan should blow like a hurricane at max.
To check the flap, open the hood, and remove the horizontal plastic cover that's at the base of the windshield - between the windshield and the engine firewall. On the right side (looking forward) of the center heater core box you'll see a shaft coming out of the box. The shaft has an arm on it, and a wire from the top of the arm that disappears into the firewall roughly behind the glove box. Make sure the arm isn't broken, the wire hasn't fallen off, etc. Have someone set the ACC to LO - the wire should move and the arm move all the way to one direction. Set the ACC to HI - the arm should move the other way. Pull and push on the wire - there should be NO play in the wire - it's a stiff piano wire.
Obviously if the wire has fallen off the arm, put it back on. If the arm is broken, there is a cheap ($8) repair kit available from Saab. If the wire doesn't move, then there is a problem with the heat servo in the dash. If there is play in the wire, then the arm on the servo in the dash has come loose.
Make sure the grill into the heater core isn't clogged. If you get full fan flow, and the arm for the heater flap moves properly, then it might be an ACC problem. Definately check the cabin temp sensor - as Joe98 said, it's the little bulls-eye in the dashboard. There is a temperature sensor in there with a fan to pull in cabin air. If the fan stops, or the sensor gets really gunked up with dust, it can be a problem. Shine a flashlight in with the car off - you should be able to see the fan blades. Turn the car ON - the blades will start spinning - you won't see them spin - too fast - but if you saw them with the engine off, you'll see them disappear when you go to ON. Clean the sensor with some compressed air - I like to use those cans of clean air used to clean camera lenses.
Let us know the results of these tests/investigations - more information is available depending on what you find (or don't find).
