You may have a slipping harmonic balancer, which is the main pulley on the engine. The crankshaft position sensor reads directly off this. Remove the front part of your right side wheel well liner and mark across the outer third of the harmonic balancer at a couple of spots with chalk, then check again in a couple of days. The marks between inner rubber part and outer metal should still line up, unless you have slippage. Replacement is the only fix. When you have it off, inspect the crankshaft position sensor screws to see if the thing is wiggling.
As far as the rough idle, buy some rubber vacuum tubing (about 8 ft.) and replace sections until you find the one that was bad. I've tried checking for a leak and was convinced I had none, but eventual replacement of tubing solved much of my rough idle problem. Some folks on the board say go with silicon, but rubber is way cheap. Avoid vinyl, as it collapses when warm.
Don't know about the dying cow. Could be the steering rack and not the pump.
