I would always suspect the BPC in any boost related problem. But yours is kind of a strange one that I have not seen described here before. Your description has me thinking more about engine functioning or the mechanicals in the turbo.
One initial check should be to vacuum test the Hooter valve to make sure you are not loosing a lot of pressure from that valve. Do you ever have a stutter when you are decelerating to a stop?
It seems like your problem has a relationship with engine speed. Starting from idle, you start at between 850 - 1,000 rpms. You just don't generally see that engine speed in other gears. My impression is that you are having some kind of problem getting things working right when leaving idle speed. Have you tried driving around a parking lot in 1st gear to see what happens if you drive at 2,500-4,000 rpms in first gear for a few minutes? I don't think you are likely to get the red in 1st gear anyway.
