I have had the worst backfires from leaks at the exhaust manifold.
There is a problem called vapor lock which is a hot start problem resulting from fuel pressure bleeding off while the car is sitting, and the gas remaining in the line boiling at the reduced pressure. If you are losing fuel pressure while the car is sitting, this could be a problem. I am not sure, though, that this would last as long as the symptoms you are describing once the car is started.
I don't know if a failing relay could cause this problem or not. I do know that quirky relays can produce baffling symptoms. Depending on model year, you can swap the fuel pump relay with the AC compressor relay and see if that makes a difference. The fog light relay might also be the same.
