'95 still COULD have TCS. The '95 incarnation seems to be the latest version and is more reliable then the dreaded '92 from what I read here. I have a '95 CS. Mine is a LPT I think most if not all CS in '95 are LPT as well as in '96 and '97. The CSEs in '95 were, I think, all FPT. The trim levels are a bit more of a mixed bag with the CS. None I have seen have a rear spoiler. Mine has moonroof and manual seats with ACC and leather. A friend has a '96 CS with no sunroof, power leather seats and ACC. All CSEs I have seen have moonroof, leather, ACC, power seats, rear spoiler. I was able to find an ECU from a CSE w/o TCS and put that and a BCV in my CS and now am at CSE power level (Weeee!). If you are looking, just make sure you get a nice car with a turbo and no TCS. LPT or FPT is not a big deal to change (<500.00). The 95 is pre OBD-II and has only one O2 sensor whereas the '96-'98 is OBD-II compliant with 2 O2 sensors.
