Because the mounting surfaces are tapered, over tightening bolts on alloy (soft metal) rims can cause the bolts to enlarge the holes on the rim. Eventually the head of the bolt "bottoms out" on the hub flange. When this happens, it is impossible to fully compress the rim against the hub flange. The rim then vibrates and loosens the bolts/nuts.
Hope this isn't your problem because the only cure is to replace the rims. This is why rims (particularly alloy rims) should always be torque tightened.
