Varying humidity and ambient temperature affect the performance of any car, but high-output turbos are especially sensitive. Warm humid air is far less dense than cold dry air, and warm air also reduces the efficiency of the intercooler; this combination of factors can substantially affect boost even without electronic intervention.
The Trionic system also electronically reduces boost as the conditions for optimum cumbustion deteriorate. Using low grade gas will also cause Trionic to lower boost because of "knock" protection.
The difference between "90% yellow" and "beginning of the red" can't be much more than 2psi of boost. Unless the Saab mechanic is sure that the atmospheric conditions and gasoline are identical when he compares boost from two or more cars, I would guess that the differences he describes can probably be attributed to proper functioning of the Trionic system.
