When I had this problem, spray helped for a day or less. After I replaced the valve I tore the old one open. There's a small disc inside. The coils flip this disc up and down and thus control the degree of waste gate actuator signal bled out back to the compressor intake. The small disc had a fatigue crack half way across. Depending on how the crack was positioned against the bleed hole openings in the body of the valve, it either worked OK, bled too much of the WG signal out (too high boost) or was stuck so that I only got oscillating boost between base level and full pressure.
So the valve disc had a mechanical fault. It's a material choice / design problem in the thingy.
