Well my car is a -94 (trionic)... if you have a short circuit either in the APC (BPC?) valve or it's wire harness, the fuse will blow. Even though the fuse is there to protect the drivers, they might get overloaded (too high current). Measure the resistance of the coils inside the APC valve and also check the wiring for shorts. You might have to disconnect the ECU to do that.
Someone with an understanding of the -89 system should be able to tell you more.
Find a detailed wiring diagram for your car. You need to identify the proper pins in the ECU connector anyway.
