Sorry to be so direct, but I've been there. I painted my downpipe with 1500 degree ceramic paint, and the paint promptly peeled off the first 1/3 of the downpipe. I had also gotten some paint inside the downpipe, since I painted the flange that abuts the turbo, and I figured that this had flaked off too and might be clogging some of the holes in my new, high-flow cat. So I had to pull the downpipe and clean it out. Just making work for myself, as usual.

Painting the exhaust header and downpipe will only be useful if your aim is to put flaked paint debris all over the front of your engine and engine compartment. The only way to achieve the aims you want are to get it ceramic coated by Jet-Hot. Look them up on the web and give them a call. They will give you a customer number, and you mail your item down to their factory. They don't offer red, unfortunately. Their grey looks pretty dull, I thought. It starts off kind of a brownish gray, then after a few weeks of getting heated up it turns to a flat, neutral gray. If I did it again I would get the silver. Jet-Hot will reduce your underhood temps, or so everyone says. Cost is about $125 for the header. To do the turbo, you'll have to completely disassemble the thing. I saw a pic of someone's exhaust side of the turbo coated, not the intake side. The intake side stays pretty bright silver, anyway, and I wouldn't think you'd want them to get any ceramic on the bearing surface, so I'd just send them the exhaust side. Their work is warranted against rust-through, and I thought the quality of the work was great. Bolts will be just slightly tighter in the holes afterwards, but not enough to cause a problem.
