The system should boost to the line between the end of the yellow/beginning of the red, but (1) turbo gauge isn't a precision instrument and (2) there is some small inaccuracy in the control loop that limits turbo boost. So boosting a little into the red is fine.
Running higher octane gas always helps - it allows the engine to reach full boost. Also, if the weather is getting cooler where you live, that makes a big difference. Turbos are very sensitive to outside air temperature. They absolutely love the cool, dry air of fall and winter. You'll notice a significant difference in performance between a dry, 40 degree day and a humid 95 degree one.
As long as the system isn't overboosting, don't worry. If you're still concerned, inspect the rubber hose from the APC solenoid on the radiator to the wastegate actuator. A leak in that hose can cause overboost. Check for cracks in the line.
