the flap is really a diverter that selects various air inlets and allows all hot air, all cold air or a mixture of the two to enter the car. If the flap is bad, you should get full air flow, but no mixing of different air temps. All hot or cold.If you just have bad air flow , it is either the blower motor, or the motor controller. The controller is in the aquariun, take the top off just foward of the windshield, in the ducting just about in the center you will see an electric connector with I thik 4 wires on it. Remove the connector and see if any of the pins are burnt. While your in there , lookin to your right facing the car, there should be a push pull rod attached to a plastic arm, that is the flap, sometimes the arm breaks off at the end, Saab makes a repair kit for it.
